The story is set in an apartment house, in which there are three families: one has power, but no money, another has money, but no power, and the third has neither money nor power. Taking the three families as the main background the film depicts the great changes of people’s ideology in the times of reform.

In this film director Huang Jianxin’s analysis and criticism on Chinese life is probably at its broadest. He looks at the transition from socialism to capitalism from a wide variety of perspectives, considering the effects of new entrepreneurs, corruption and bribery, violent crime, the one-child policy, housing, fashion education, old customs and so on.
